
AP and Telangana JCJ Salary 2026: Pay Scale, In-Hand and Trainee Officer Pay

Both Andhra Pradesh and Telangana pay Civil Judge (Junior Division) on the Second National Judicial Pay Commission matrix. The scale printed in AP Notification 118/2026-RC and in Telangana Notification 45/2025 is the same: Rs. 77,840 – 1,36,520.
1. The J-1 scale (entry Civil Judge, Junior Division)
Pay level: J-1.
Entry basic: Rs. 77,840 a month.
Top of J-1: Rs. 1,36,520.
Typical annual steps inside J-1: 80,180; 82,590; 85,070; 87,620; 90,250, then the first ACP band.
Basic pay is not in-hand. Dearness Allowance, HRA or official residence, medical, sumptuary and other SNJPC allowances sit on top. Deductions (income tax, NPS or equivalent, professional tax, insurance) come off. Published all-India estimates for a first-year Civil Judge put in-hand roughly in the Rs. 85,000–1,00,000 band depending on DA rate and city. Treat that as an estimate, not a High Court figure.
2. ACP and promotion bands you will actually see
Civil Judge (Junior Division) ACP-I after five years of continuous service: J-2, Rs. 92,960 – 1,36,520.
Civil Judge (Junior Division) ACP-II: J-3, Rs. 1,11,000 – 1,63,030.
Civil Judge (Senior Division) entry: J-3, Rs. 1,11,000 – 1,63,030 (AP is separately notifying 16 Senior Division posts by LDCE in 2026).
District Judge entry sits higher on the same matrix.
3. Allowances and facilities that move the real number
State rules differ on exact ceilings. The SNJPC package for a Civil Judge typically includes dearness allowance, official residence or HRA, medical allowance and reimbursement, sumptuary allowance, newspaper and magazine reimbursement, mobile-handset grant, conveyance support, and electricity / water concessions up to a ceiling. Staff support (bench clerk / office clerk) is part of the court, not a salary line. Do not memorise another State’s rupee figures as AP or TG law.
4. AP 2026 special rule — two years as Trainee Judicial Officer
For candidates selected under Notification 118/2026-RC, appointment is not to the regular J-1 scale on day one. Following Bhumika Trust, the High Court has provided:
Year 1: Judicial Academy training on a fixed emolument equal to one-half of Civil Judge (Junior Division) remuneration, plus ordinary Academy facilities.
Year 2: law clerkship (six months with a District / Sessions Judge or Higher Judicial Service officer; six months with a High Court Judge) on the same emolument, with no further allowance.
Regular scale and service benefits start only after a satisfactory evaluation and appointment to the cadre post.
If you are modelling household income, use half of the current JCJ remuneration for those two years, not Rs. 77,840 plus DA. Telangana’s 2025 notification did not write this trainee structure because it was issued before Bhumika Trust. Watch the next TG notification.
5. Why vacancy news and salary news travel together
Telangana G.O.Ms.No.59 dated 24.09.2026 sanctioned 200 Additional JCJ-cum-AJMFC Courts in the first phase against a High Court request of 594. That G.O. does not itself notify posts or change the pay matrix. It is a reason to expect later recruitment — still only through a High Court notification, still on J-1.
