AP JCJ 2026 Eligibility, Age Limit and Bhumika Trust Practice Rule

High Court of Andhra Pradesh — Notification No. 118/2026-RC dated 25.09.2026. Applications open 01.10.2026 to 26.10.2026 at aphc.gov.in.

This page answers the three searches that arrive first after every JCJ notification: who can apply, what the age cut-off is, and whether three years of Bar practice is still required.

1. Direct recruitment — educational qualification

A candidate for the 96 direct-recruitment posts must hold a degree in Law from a University established or incorporated by a Central or State Act, or from an institution recognised by the UGC, of a standard that supports enrolment as an Advocate.

For Notification No. 118/2026-RC the High Court has applied the Supreme Court judgment in Bhumika Trust v. Union of India, W.P.(C) No. 1110/2025, dated 21.08.2026 (2026 INSC 904), pending amendments to the Andhra Pradesh State Judicial (Service and Cadre) Rules, 2026.

The operative effect for this notification is that all law graduates who obtained the law degree preceding one year as on the date of the notification are eligible. Read the exact wording in the official PDF before you decide. Do not rely on older three-year practice notes written for the 2025 All India Judges Association directions.

2. What Bhumika Trust changed

  • 20 May 2025: three years of Bar practice restored as an essential qualification for Civil Judge (Junior Division) in All India Judges Association.

  • 21 August 2026: Bhumika Trust reduced that requirement to one year and added a two-year trainee-judicial-officer path after selection.

  • Notifications issued up to 31 March 2027 may proceed without insisting on actual Bar practice; candidates in that window are treated as having completed the transitional year.

  • Notifications issued on or after 01 April 2027 will require one year of verified active practice in the District Courts, proved by a Certificate of Practice.

  • AP Notification 118/2026-RC is dated 25.09.2026, so it sits inside the transitional window. The High Court has written the one-year-degree rule into this advertisement.

The judgment does not convert a selected candidate into a regular Civil Judge on the date of result. Appointment is as a Trainee Judicial Officer.

3. Age as on 01.09.2026

  • Direct recruitment: must not have completed 35 years as on 01.09.2026.

  • Relaxation of 5 years for SC, ST, BC and EWS.

  • Relaxation of 10 years for Persons with Benchmark Disabilities.

  • Defence service of the Indian Union is excluded while computing age for direct recruitment, if the candidate is otherwise qualified.

  • Recruitment by transfer: must not have completed 48 years as on 01.09.2026.

The date that matters is 01.09.2026, not the date you fill the form and not the date of the screening test. Compute age against that cut-off only.

4. Character and disqualifications

The candidate must be of good character and free from any infirmity that makes the person unfit for appointment. A person facing disciplinary charges, or who has undergone or is undergoing punishment for irregularity in discharge of duties, is not eligible.

5. Recruitment by transfer — who can apply

23 posts are filled by recruitment by transfer from eligible categories in the ministerial / subordinate judicial service, on the conditions printed in Notification No. 118/2026-RC and the 2026 Rules. A law degree is still required. Age is 48 as on 01.09.2026. Service and cadre conditions are notification-specific — read the transfer paragraph in the PDF, not a 2025 digest.

6. After selection: Trainee Judicial Officer, not immediate regular scale

  • Year 1: intensive training at the Judicial Academy on a fixed emolument equal to one-half of Civil Judge (Junior Division) remuneration, plus the facilities ordinarily given to Academy trainees.

  • Year 2: structured law clerkship — six months under the Principal District / District and Sessions Judge or a member of the Higher Judicial Service, and six months under a Judge of the High Court of Andhra Pradesh. Emoluments remain the same as during Academy training.

  • On a satisfactory evaluation report by the High Court Judge, the trainee is appointed to the regular post and then draws the regular pay scale of Rs. 77,840 – 1,36,520 and service benefits.

Budget two years as a trainee before you treat the J-1 scale as in-hand income. That is part of eligibility planning, not a later surprise.

7. Documents you will need to support eligibility

  • SSC or other certificate proving date of birth.

  • Law degree and, where the form asks, enrolment details.

  • Community / EWS / PwBD certificate issued by the competent authority, if you claim reservation or age relaxation.

  • For transfer candidates: service certificate and other proofs listed in the notification.

  • Any practice certificate only if the online form or later verification specifically asks for it under the Bhumika Trust clause as applied by the High Court.

8. Telangana comparison, in one paragraph

Telangana JCJ 2025 (Notification 45/2025 dated 01.12.2025) still printed a three-year practice condition for direct recruitment as on 01.12.2025, because that notification pre-dated Bhumika Trust. That cycle is now at viva-voce (05–08.10.2026). The next Telangana JCJ notification is the document that will tell you whether TG applies the same transitional rule. Do not copy AP 2026 eligibility onto an old TG advertisement.
